Adobe ROME installer file is damaged

I am interested in using ROME after trying the web version, but I can get the AIR app to install.

when I run the file I just get this error:

Sorry, an error has occurred.

The application could not be installed because the installer file is damaged.

Try obtaining a new installer file from the application author.

tried downloading from different browsers but still the same problem.

also tried downloading the latest AIR runtime, but no luck.

I am using Windows 7 32 bit
