I am one of those who must right click the Encore CS5 icon and select Run as Administrator from the option window to be able to create a dual layer project under Win7
I haven't tried this, yet, but a possible one time fix is
Right click the icon
Select Properties at the bottom of the popup window
Select the Shortcut tab
Click Advanced
Click the Run as Administrator option so a check appears
Click OK a couple of times
The next time I am ready to create a dual layer project I will find out if this works
