When you launch a Mosaic Launcher debug configuraiton, the tool will automatically deploy it for you to the 'debug catalog' (you can alter the name of the debug catalog to anything you want, it defaults to 'debug'). This is useful for debugging a tile.
If you want to deploy it w/out using the Mosaic Debug feature then you need to manually deploy it using the ANT tasks provided with mosaic. You can invoke the ANT task either from the commnad line or from within FB (using the Run command).
Support for directly deploying tiles is a feature that is under consideration for a future version of the plugin but it is not present in what you can download from Labs at this time.
