FCKeditor toolbar is wonky

In IE9 (not sure about IE8), the Richtext toolbar shows the icons off to the left side of the page, verticle piled on top of one another. If you mouse over the toolbar spaces where the icons *should* be, they show up.

 

Any ideas why that might be happening?

 

Any suggestions on a better tool for rich text editing? Ideally it would support file uploads.
