Bug in IME api?

I'm trying to programmatically add a character to a TextInput component when pressing a button, while using Japanese IME.

I've tried to use IME.setCompositionString(string). All seems to work ok, but after playing with this a bit I realized that the string gets set using Half-Width Katakana even if one has Hiragana as the selected conversion mode for the IME. Is this a bug? Or am I misinterpreting what setCompositionString does? Or it's just designed this way (and if so, why?).
