Apply Action/Droplet to Multi-Page PDF

Is there a way to apply an action or a droplet to a multi-page PDF file? I am basically trying to add a watermark to a set of multi-page PDFs. I had success with the single-page files, that process is very straight forward. I am just wondering if there's a way to do the same to a multi-page file.
