Tour De Flex Licence

Hi,

 

I was exploring the flex capabilities and looking at different flex components. During this, I came across the TourDeFlex which is available in Web as well as Desktop Version.

 

I want to know if it is a freeware and can be used for reference in Commercial Firm for free.

 

Can We install the Desktop version in PC without any Licence.
