So this time, I'm trying to do the opposite of what I usually do. Instead
of buying software to fit the computer I'm planning to buy the computer to fit the software.
Looking for recommendations for something that will run Premiere Elements 9 really well.
The computer will definitely be Windows 7 64 bit. I'm considering a Dell workstation with a Xeon processor and the Nvidia quadro 600 video card, and 4 GB ram. Am wondering whether that would be a better choice than a desktop with an i7 processor. Also wondering if anyone has had problems with that video card, or for any reason recommends a different one at a similar price. Of course, I'd be happy for advice on any other aspect of the computer.

Since you are specifically asking about PE and not about PR, I can't really comment, but had you asked about PR, I would say:
1. Lose the Xeon, get an i7 instead.
2. Lose the Quadro 600 and get a GTX 560+
3. Increase memory from 4 to 24 GB
4. Lose Dell as your supplier and either build yourself or get an ADK machine.

Premiere Elements currently (nobody knows about version 10) does not use nVidia CUDA technology for video work, so a less expensive ATI card with at least 512Meg of video memory will work fine
4Gig of ram with Win7 64bit does not leave much for PreEl... which is 32bit so it will use a max of 3Gig by itself... depending on motherboard type, up that ram to either 6Gig or 8Gig so Win7 leaves enough ram for PreEl to run

Sorry, but Premiere Elements still does not support GPU acceleration at all - all playback and rendering is still software-only (or CPU-only). Thus, the choice of a GPU does not matter. The Premiere Elements 10 editor can run in 64-bit mode - but the rest of the program is strictly 32-bit.
