how to make numbers with , ???

here is my variable i want to see it like that for example : 1.02

_root.chrono = Number(_root.time);

    i don't know here is my situation :

    i have a timer i want do display it in the screen like a real timer for example

    in my case now if the timer show 10 that's mean 1 second if the timer show 1 that's mean 0.1 seconde

    what i want to do is

    if the timer =10

    i want to see 1.0

    if the timer =1

    i want 0.1
    (if it possible i also want to have this value 0.01)
