SWF file has slower FPS than FLA file?

I changed my FLA file to 24 FPS from the default 12 fps- this change was reflected in the FLA file, but whenever I "test" the movie or view the SWF file, the file only plays at the original 12fps.  Does anybody know why this is happening and how to fix this?

    create an empty folder and save your fla using a new name into that new folder.  test.

    create a new fla with 24 fps and test.  if ok, copy assets from the problematic fla to your new fla.

    Did you ever find an answer to this?  I have an FLA set to 60fps, when I test and the created SWF opens in Flash itself, it's super slick.  When I run that SWF or a Mac Projector version of it outside of Flash, it runs very poorly.
