Is it possible to hide a block on a PDF file online?

I am wanting to be able to get a "live" transcript from NC Office of State Fire Marshall and make it available on our website without releasing our members personal home address. Here is an example of what it would like like.

 

From This: http://www.westyadkinvfd.com/transcripts/From%20This.pdf

 

To This: http://www.westyadkinvfd.com/transcripts/To%20This.pdf or something similar. Maybe be able to hide the top 2.5 inches of the PDF file.
