Two Layer Slider

I was wondering if there is a way in Flash to create a two layer slider.  A background image and a top layer of text.

 

I currently have a slider at www.webservicesdfw.com but would like a two layer setup as mentioned.

 

Can Flash handle this with actionscripting?
