When creating color schemes i often encounter the term accent.
Fo example, that a specific color should be used as accent.
What that means?

Accent colors are colors that are used to emphasize a particular area or item in a picture or surrounding. For example, you might have a colorful picture of a bed room and so you might want to emphasize the furniture in that room to make a point. You might emphasize the bed sheets, blankets and pillows so that your audience can see them instantly among all the vivid colors. See the red color in the b&w picture below.
On a serious note, how is Greece now that you have a new guy at the helm? Is Greece prepared to be thrown out of the Euro completely? Messrs Merkel & Sarkozy are serious to get rid of smaller countries that are a burden to their economies.
Good luck.
Ok Jacob, it is clear now to me the meaning of an accent colour.
Despite though the theory is straightforward, some practical issues concern me.
In this tutorial http://www.tigercolor.com/color-lab/color-theory/color-theory-intro.ht m#analogoushttp:// it is explained, what our strategy should be when choosing a color scheme.
Suppose though we choose a triad color sceme. It says for example one color to dominate and two for accent.
My question is(not an easy one i think)IF we "play" with the value and saturation(of colors other than base) how much the above rule will change.
Now i am messing with details-they are crucial though.
You will be better off asking such question on this forum:

Your question is more about photoshop and very little about web design. Photoshop forum has all the experts dealing with such things.
Good luck.
