How can Keep Flash Player Uninstalled??? I want to uninstall it first but keeping unistalled?

I have an Alienware 64 bit system. Running Wiondows 7. Flash player hurts my system I want to uninstal it and prevent it from reinstalling? Flash player slowed up my system. A program fixed the problem and had me unistall Flash player. The problem is it reinstalled and the problem started again.
