licences for Flex Builder 4.0 or 4.1

Dose adobe offer licences for Flex Builder 4.0 or 4.1 still? Or is it now the policy of adobe to not offer licences for 4.0 or 4.1? what if it's for education or training purposes?

 

Is it otherwise possible to get Flash Builder to export projects backward compatible with Flex Builder 4.0 or 4.1?

 

Where can I now download a copy of  Flex Builder 4.0 or 4.1?
