Just installed CS5. Most of the work I do is for the web. What is the best setting for View-->Proof Setup? Does this setting change what I see onscreen when editing an image?

For web work, soft proof your images in sRGB. Yes, all that does is show you what your image will look like to the average web viewer who views your image in an accurately calibrated and profiled monitor. If their monitor is uncalibrated and out of whack, you have no control over how they view your image on their computer. Nothing you can do about that.

I stopped paying the Apple tax at 10.4.11 and the Adobe tax at 11.0.2, but I managed the big jump from CS3 to CS4 with the help of this book:

Unfortunately, Ben Willmore never brought out an edition for CS5. <<<=== EDIT: CS5.
