Adjustment Brush will not stay in Exposure mode

Recently, I noticed that the adjustment Brush tool became defaulted to Burn and Dodge instead of Exposure and no matter what I do, it refuses to stay on Exposure. I have tried everything and it will not budge out of Burn and Dodge. I have to manually set it to Exposure every time, and I have tried resetting the tool in Preferences to factory setting but no luck. How did this happen and how can I fix this?
