Go to frame with Transition effects

How can I do something like this: (Mask 1, 10, 15 are nice)

But also make it go to a certain frame? (Like go to frame 5)

The problem is I downloaded it but it's in AS2 and I need AS3.

You're best bet will be to figure out how the AS2 code it making it work and then devise the AS3 equivalent for it.  Going to a particular frame should not be at all relatred to the masking.  The object you are masking will be what you want to process as far as frame travel goes.
