Is there a way to generate script code by recording an actual user steps?

The gaol from that is to help in producing the code then the user can customize it after that. And there is no need to be strict process like action in Photoshop or Illustrator. And is it possible to acheive that using a plugin to record that and if there is a plugin like that can any one guide me to.

There is not a way to do this.
Since you've posted in the Feature Requests forum, I sense perhaps you knew there was not a way.
