What do I have to do to get screens that have a "Reply" button in my question and in the replies to them?
I just discovered that in order to get the reply button, I entered a fake question and then canceled out of it. Then when I went to my question and replies, the reply button was there???
I am using Internet Explorer 9.
Yes, only the creator of a discussion or moderators can give points.
If you select to uncheck the button "Mark this discussion as a Question - this encourages people to answer for points and helps you track answers" you will not have the correct/helpful answers buttons on the new discussion.
There is also some time, after creating the discussion, that you can change to uncheck it as well from the new discussion.

I have very strange stuff here, when I have to use IE8. No pasting abilities being one of them, HTML links not being inserted when using insert HTML...
Use another browser, it should be better.

My ability to reply to new posts that I receive in email has ended for no apparent reason. I tried to stop receiving the emails when I first started getting them but it didn't work, so I guess this is my punishment for being uppity.
