2. which is best for developing a web application html5 or flex?

Like many things it all depends on what you are developing.
If it is an app then flex will be fine, but not for a web site, and as Phonegap, jQuery-mobile and similar are further improved the trend may be for html5 with its api to become more prevalent.

So the only thing which I will like to say is that Flash and HTML 5 will be needed in the same way as earlier they were used together on the web.If you will try to replace Flash by HTML 5 for the small purpose then you have to pay lot more then flash.And if you will be trying to create the Enterprise Application with HTML 5 then I think you will come back to Flex one day.Flash player is ruling since last 15 plus years,its not so simple to replace that.
