Importing pictures from Bluetooth enabled phone?

I have a smart phone with Bluetooth on it & enabled.  I also have Bluetooth dongle which when I plug into my PC's USB port says its installed the driver.  What else do I need because I have tried this a few times & nothing ever happens?  Do I need to have Bluetooth enables software installed linked & running?
