Make an action for placing a document

Hi,

I am making an action. This is what I want the action to do:

It should place a file on the active document completely. There should not be any space left at any of the corner or edge of the already opened active document. (The action need to be independent of the already opened doument size).

I tried File> Place, but it's only placing the file in the center, and after that I need to manually drag the handles to completely cover the entire document image.

Can some one please help me. I have CS5.1.

Rahul.
