Backing up PSE 11 catalog didn't solve problem.

A little over a year ago my PC crashed. I had backed up all my photos, but did not know about backing up my catalog until I discussed it with this community forum. I retagged, rerated, restacked, etc. over 10,000 pictures. All my tags were categorized. I used "People" to mark and categorize all my family photos, ancestors, friends, etc. I added "Places" to all of them and labeled the "Events." Several months later, my NEW pc hard drive crashed. When it was replaced, I restored my photos and catalogs, but found out that I was still in trouble: ~Categories/subcategories gone; tags now are all under "other" or "imported." ~All ratings, places, people designations, and events are gone. ~All photos are unstacked... even version sets. What else should I have done to retain this data?
