Can Flash Pro CC publish to flash player 9??

It is possible to publish to flash player 9 in Flash CC. Most of the flash ads still require flash player 9 as the highest version to publish for.

How do I add classes (tweenmax etc) to flash builder library

I want to add classes to the flash builders default library. Like tweenmax swfaddress etc I know in the flash IDE you can do this so I dont have to keep on adding them to every project I do. But where in flash builder do I this? I know if must be in the preferences somewhere.
