"An Unexpected Adobe Business Catalyst Error [0, 0] has occurred" every time I try to publish my Business Catalyst site from Muse

I get the following error message every time I try to publish my Business Catalyst site:

I've tried:

None of these have worked. The system is showing available. The error has been occurring every time I've tried publishing over the past 3 weeks.

I'm using a Windows 7 PC.
