How do I create a transparency ??

I have a line drawing jpeg and I want to convert it to something that I can overlay on another picture using PPT -- so that I can see the line drawing with the other picture as background. How do I create such a jpeg transparency? Currently the white background of the line drawing appears opaque when I overlay it.

I have had PS Elements for years and love it. I need to do some batch processing on 2000 photos -- like add .25" to the bottom of each photo for text. What is the best, least expensive CS6 software that will do that?
