print to pdf permissions error

I take care of many computers for a company and now I have one I cant seem to find a fix for. He has acrobat pro 10.1.8 on his computer and when he goes to a website with Internet Explorer 9, he can not seem to print the web page to PDF. He uses chrome and it works. The computer system is Windows 7 32 bit with HP 8300 CMT with the basic stuff. I have tried the http://forums.adobe.com/message/4356195 and still nothing. Can not change the uncheck 'enable protect mode' because of security. Short of uninstalling everything and reinstalling it, I am unsure what else to do. Any help would be great.

All computers are on a domain, some people work and he does not. Policies are being used. They are as normal users.
