Just a beginner, but it seems more logical that the googlebot entry in this should also say "no index" rather than "index"?

You are correct, it should say "noindex".

I prefer to write that tag as one line:

Is there a syntax for comments in this (just like normal html comments?), as I'd like to reference this page in the code...

I assume you mean HTML comments such as:  ?

There are not any comments within the robots tag itself. Just add a comment above the tag:
