You need to be working on a drawable layer to do this.

So if you tried to draw this rectangle while a line or another shape is the active layer, it will not allow you to do this. But if you create a new layer, it will.

You always want to work in Expert Mode in PSE 11 and 12. Otherwise your tools and options will be extremely limited. Click the word Expert at the top of the page to go to expert mode.

Hi again,

Unfortunately, Stroke Outline selection does not seem to be available to

me under Edit!

Use the rectangular or elliptical marquee tools to make a selection the size you want, then Edit>Stroke (outline) selection.
