FormsCentral has both Email Receipts (to the form filler), and Email Notifications (to the form author and co-authors) that can be set up to send email on each submission.

You can't check off users as they respond if you don't receive an e-mail when responses are made. I don't plan to use this product again.

FormsCentral does not provide any way to track that.

You can attempt to track that yourself since you'd have a list of who you sent the form to and could check off users as they respond, but FormsCentral doesn't provide any mechanism to track this.
