If anyone else has this issue, here is the reason. I received CF builder 2 at a promo price for buying CF Server in 2011. That license is not in the Adobe system as a full license. Anit,was able to assist me in getting a correct license for CF Builder 3 from the licensing group, so my recommendation is to reach out to support!

I purchased CF Builder 2 during a promotion a few years ago, and CF Builder 3 does not recognize that license number when trying to upgrade. any ideas?
