The WYSIWYG does't work very well. Really, forget about the WYSIWYG if you want to change layouts.</p><p style="min-height: 8pt; padding: 0px;">&nbsp;</p><p>The easiest way to do this is to create a new Screen Layout page and don't assign a CSS to it. Then insert the tabbed panel widget. You can then use the buttons to add a new panel.
