In your user's home directory (either /Users/<yourusername>/Creative Cloud Files/ on Mac, or C:\Users\<yourusername>\Creative Cloud Files\ on Windows)?

2. In your Trash or Recycle Bin?

The Creative Cloud desktop application should not delete any files on uninstalling/reinstalling. Also, Creative Cloud file sync does not outright delete files, they are just moved to the Trash/Recycle Bin.

We can look into what happened here if you send us your logs. Please zip up the entire contents of this folder, and email it to me at bmordue@adobe.com:

Mac: /Users/<yourusername>/Library/Application Support/Adobe/CoreSync

Windows: C:\Users\<yourusername>\AppData\Roaming\Adobe\CoreSync

Library (on Mac) and AppData (on Windows) are hidden folders.
