Got, had to create a new stereo session and copy every thing over, but that did the trick. Thanks!

I think you found it....Can you change the master track to be stereo?

Is your session Master track also stereo? If the Master track/session is mono, I would expect this behavior. Can you share a screenshot of your session?

I'm a little stumped here. I have a stereo track where I'm cutting it up (Radio play, lines for character) and I need to pan them to one side or the other..however when I adjust the panning envelope it has 0 effect. Though fiddling I found out adjusting the pan knob for the entire track also has 0 effect.....very confused.
