Why does my navigation go off the canvas when the screen size changes when I'm using break points? I was told I could pin it to the right but that didn't work.

who told you to pin it to the right? ... anyway the point is you can move the menu "in that smaller breakpoint" so that it is in a different spot than when it is in the bigger breakpoint
or to say it another way, each breakpoint is potentially its own design

My navigation seems to have a mind of its own. As I move the break point in
to the smaller size my nav stays the full size, and doesn't respond to the
break point at all if that makes sense.

I removed the pin and it still didn't work. I used Manual in the menu type.
Could that stop it from working, because no matter what break point I used
the menu will not respond to it.

If I understand you right, you want the menu to behave responsive?
Then you may see, using the blue arrow - flout options panel, the there´s a possibility to make the menu resize but only if the size is set to "even size" instead of even distance:
If you look at this file, you may see two different menus and how they behave when you move the scrubber.
Wether you use manual type or automatic type, this fits to both menu types.
BTW, the menu settings can be looked at on master-page

My option is uniform size or uniform spacing, and neither work. When I use
the bar to go to a different break point my navigation jumps off the canvas
and stays the same size. I hope this makes sense!

a manual menu widget has the same size and location options as the non manual... at this point i think the best way forward is to make a simple two breakpoint example site and share the .muse file so we can have a look at your design.
keep it to just the basics and place it in your cloud (or a dropbox)... to be clear, you want a menu that hugs the right hand side of your page?
p.s, you know that this text is being turned into an image because of the font you used... that is what the icon is telling you

For me it seems to be responsive and resizes quite correct until 768. At that point you should use a so called mobile menu.
This could be either a hamburger menu, triggering a composition or just another menu like you have it already.
You may watch your edited file here:
I changed this double arrow to "look" outside and the menu.

I agree with Uwe the design is the issue and we both change the menu in the smaller breakpoint to allow for more space... so ill add two points;
