FREEZING ON START UP HELP

Has anyone had any issues with lightroom cc freezing up??????

Is it with the circling blue circle? If so I have been able to solve that the few times it happened to me by logging out of creative cloud from the CC app, deleting the CC preferences file and rebooting the entire machine, logging back into creative cloud and then starting Lightroom CC. The reboot step turned out to be essential.
