PS 2018 camera raw on open crops image

Just tried to open a .jpeg in PS 2018. Instead I get a 'camera raw' popup that crops image. And I mean severely crops like 1/3 of image!
There didn't seem to be another way to open image.
I had to open in GIMP, save as a .png, then could open image full size in PS.
Seems very odd.

Can someone enlighten me since google is not being helpful?

When you select the crop tool in Camera Raw, can you crop it to select the entire image? When you're in Bridge, does the jpg file have adjustment marks in the upper right, like the screen shot below of the file that is selected?
