Previously synced pictures are not backed up to the cloud

Previously synced photos are showing a label in cc saying that the original file has not been backed up on the cloud. When I sync a new collection this label still appears - how do I backup to the cloud?

Please refer the screenshot below, if the image is more than 200 mb, there is a known issue where they do not sync back to the cloud. a workaround is listed below:
