Hover Text on Toolbar Icons

I'm creating a WebHelp project using RoboHelp HTML X5.0.2. My toolbar has Content, Search, and Glossary buttons as well as Print, Previous, and Next buttons. In IE and Firefox, hover text works on the first three buttons, but not on the last three. Any suggestions on where I can start to get this resolved? Thanks!
