Accessing Hyperlinked PDFs Online in Safari Sometimes Works and Other Times Doesn't

Hi everyone, is there a way to ensure that hyperlinks in online PDFs work in Safari on Mac? For example, they work from this document (go down to the section under Published Papers:

http://bit.ly/2ABXVlM

But not from this document:

http://bit.ly/2ABq3p1

We're wondering what could be different about the PDFs that causes that issue.

Any assistance in troubleshooting is appreciate-thanks.

The links in the first document points to documents on a web server.

The links in the second document points to documents on the local disc.

Thanks for getting back to me, and I believe you are correct. However, I'd like to note that the relative hyperlinks work online correctly in FireFox on Mac and Internet Explorer on PC. Is this a case where Safari just handles this differently than those other two apps?

I had the same problem on my iPad 2 ios 9.3.5 Safari and Acrobat app 18.02.28

when I tried to click the blue page numbers in the pdf owners manuals in the above link to Honda's owners manuals.

It worked ok on my pc using firefox.
