Clone Stamp Tool Seems Corrupt (Surface Book)

Hello Adobe Community:

I am working on my Surface Book (which is awesome.) The only problem I ever have with it is using the Clone Stamp tool in Photoshop.

The link below is an exaggeration of what happens when I use it.

Instead of cloning my sampled area, it paints an overly saturated version of my target area shifted slightly on top of itself.

Much help or suggestions appreciated..

Just a quick thought but have you checked that the blend mode is set to normal

You could also try resetting the clone tool
