Best Approach To Paint an Outline

I want to outline a pumpkin and apply a even outline around the pumpkin and just show the outline of the pumpkin not the whole pumpkin?

One way would be to cut the pumpkin out using the pen or lasso tools.

Give that newly cut out pumpkin a stoke and then set the fill of the layer to 0%

Another approach, depending on exactly what you need as an end result, starting with the same initial image

Using Filter > Sketch > Photocopy, and inverting

And cleaning up with the paint brush set to Overlay (in the Options bar) white to remove weak tonal values, and black to reinforce strong ones.  You could increase the contrast some more with Curves or Levels of course.
