Let us suppose.
We have one Author A and one Publish A server in Country A.
Another Author B and Publish B server are in Country B.
When we replication content from Author A, it should be published to only Publish A Server (not to Publish Server B)
Likewise, when we replication content from Author B, it should be published to only Publish B Server (not to Publish Server A)

Not pretty sure if anything can be done w.r.t configuring region specific replication. Just sharing my thoughts.
CQ5.3: How to activate to a specific replication agent
Guess we will have to go with something similar to the above, wherein each agent is given a unique id.

I really did not get your question.
There should not be any problem If you have two different authors connected to individual publisher.
Could you please explain more about relationship of all these AEM instances ?
Just explaining basic functionality of replication agent.
Create one replication agent on Author A which connect to Publish A and same for the Author B.
