Recently some annoying yellow boxes with content like "Optimized file format", "Includes transparency based on color opacity" and another 7 or more have popped up on my screen obscuring my work area. I have no idea where they came from or how to remove them.
They go away if I quit Photoshop but then appear again as I start working.
I'm working in Photoshop CS6.
Must be a bug or glitch in macOS High Sierra.
See if applying the macOS 10.13.2 High Sierra update solves the Tool Tip issue.
If not, you can turn off the Tool Tips in Photoshop>Preferences>Interface, uncheck Show Tool Tips and then restart photoshop.

Thanks Jeff. I was able to turn off Show tool tips and it seems to have worked.
