Installed Error: DF016: Failed to create required folders

I am having this problem with both Photoshop and Premiere Elements 15.  Today I tried to run the previously working applications and received an "Configuration Error" message which indicated for me to try rerunning the software and if the problem persisted then to uninstall and re-install the software.  So I did, but now the software will not install due to the following error message found in the log:

I am using the admin account (the only account) so it should not have any problems creating the required folders but then again something happened which caused the problem to begin with.

How do I resolve?

Ok ... figured it out on my own.  For some reason the installer could not use the existing Adobe log file directory.  I renamed it and the installs are now working.  Then deleted the old folder.  The installer should be corrected to handle this.

can you please explain in detail. i am having DF016 error on my mac OS. earlier i have installed Photoshop element 2018 trail version, which i uninstalled after trial period is over. now i purchased the software but unable to install it.
