Premiere Elements 14 does not start

Premiere Elements 14 does not start on windows 10.

I have tried both workaround options listed in the URL:

Photoshop Elements and Premiere Elements do not launch | Windows 10

Neither options worked. I'm able to launch Photoshop Elements 14 and Organizer but not Premiere Elements.

I googled for "UIFramework.dll" and found previous posts leading to a suggestion that there may be a registry issue. 

PE14 stopped working problem with the dll UIFramework.dll
