As far as i can tell or know, that seems to have started in photoshop cc 2015.

You could post over here and see what adobe says.

sorry don't follow...

i just want to hide PS while it's running actions, so I can continue to use my comp. undistracted...

it just seems to be a bug-like non-feature in CC.. PS won't hide

I do not use a Mac it sound like you want to minimize your Photoshop windows while a long winded Action or Script is running.  I do not believe that can be automated.  You will need to use your Photoshop application user interface and manually do that.  There may bea problem doing that. Foe if an action or script is in control of Photoshop.  Your Mac or Windows system must be implement in a  way that the Application frame controls will communicate with the OS that the application windows should be minimized.  On Mac I read it is possible to turn off an  application like Photoshop main frame.  It that case the minimize icon control would not be accessible. Check you OS manual to see if it provide a way for you to minimize a running Applications windows.
