Why does this occur?
Which settings have you tried?
Well, the only similar issues I have observed and can remember were related to panels on the secondary screen.
But as your GPU seems a bad fit for Photoshop I doubt there is a lot to be achieved; is it on the list of tested ones?

Are you referring to the Layer icons in the Layers Panel?
Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
