I thaught that it's a problem only for me. I'm searching for solution for a month, maybe one day I'll know this mysterious key shortcut that disaboles the scrubby zoom.
For me it stops working when I'm using pen tool and zooming by CTRL+space+drag. - It's problem in photoshop
